|1.||Boil cauliflower (broken in 1" flowerettes) in 2 1/2 cups of milk and salt in an oven safe skillet. Cover and simmer for 5 minutes.|
|2.||Combine breadcrumbs, 1/2 cups of cheese and olive oil and set aside.|
|3.||Whisk flour and remaining milk in a small bowl.|
|4.||Add flour mixture to cauliflower, stirring until thickened.|
|5.||Add remaining cheese, chives, mustard and peppers.|
|6.||Remove from heat and sprinkle breadcrumb mixture on top and broil in oven until browned.|
