In a large sauce pan, heat oil over medium-high heat. |

Add beef, 1 tbsp chili powder, and cayenne. Cook, stirring to break up meat, for about 5 minutes or until browned. Using a slotted spoon, transfer meat to a plate. |

Add bell pepper, onion, garlic, oregano, and remaining chili powder to the same saucepan. Cook over medium heat, stirring occasionally, until onion begins to soften, for about 3 minutes. |

Stir in tomato paste, then add diced tomatoes with juice, black beans, pintos, and tomato sauce. |

Cook and simmer for 10 minutes, stirring occasionally. |

Uncover, add cooked beef, and cook over medium heat until it thickens, about 5 minutes. Serve warm. |
